For six decades, the United States has been helping feed other countries through its Food for Peace program, which sends many shiploads of food to the developing world each year. But things might soon change thanks to a new proposal that says the United States could help four million more people by shipping less food and more cash. Sure, this would help the hungry—but it could also seriously harm a whole other sector: rich maritime executives, who won’t make as much money when they don’t have as many goods to ship.
